Failure to pay player wages on time in spring months caused limitations by the English Football League (EFL) in June, blocking the team from conducting any transfers or loans for the subsequent signing windows, although that restriction was lifted in late summer.

Authority's Position

Kogan said: "Our role exists to serve the supporters of Wednesday, Bury or any football club where supporters are loyal to a regional establishment that has represented their community in numerous instances.

"I completely understand the club's situation, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for factors unrelated to the supporters."

Questioned about whether the authority might compel an proprietor to divest a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be considered the final option and the authority would rather to cooperate with proprietors.

"The final option we would consider is begin intervening in an specific team, an particular chairman, without being in a position to cooperate with that proprietor to address the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"In actuality, when you examine the past of the game, over the past few decades there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally decline to assume obligation for the future."

"Substantial financial resources flowing into the game and has been invested for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Premier League Concerns
